KPDN: Special permit required for fuel purchases in containers above 20 litres

KUCHING, March 26: The purchase of petrol and diesel in containers at petrol stations requires a Special Permit approved by the Ministry of Domestic Trade and Cost of Living (KPDN), and is only allowed for quantities of 20 litres and above, with fuel to be stored in safe and suitable containers.

KPDN director general of Enforcement Datuk Azman Adam said the requirement is in line with the provisions of the Supply Control Act 1961, which regulates the sale and distribution of controlled and subsidised goods such as petrol and diesel.

KPDN issued the clarification following a viral incident circulating in mainstream and social media involving the filling of petrol into containers at a petrol station.

“Under the law, petrol stations are only permitted to sell fuel to the original tanks of vehicles or tanks approved by relevant agencies. Sales to other parties are strictly limited to those who have obtained a Special Permit from KPDN,” he said in a statement on Wednesday (March 25).

Azman stressed that any company, organisation or individual intending to purchase fuel for purposes other than filling a vehicle’s original tank must apply for and obtain approval for the Special Permit.

“This measure is necessary to prevent the misuse and diversion of subsidised fuel by irresponsible parties,” he said.

Applications for the Special Permit can be made online via the Supply Permit System through KPDN’s portal https://spb.kpdn.gov.my, with the permit provided free of charge to eligible applicants.

Currently, 10 categories qualify for the permit, including operators in forklift services, water transport, agriculture and livestock farming, food industries, tourism, small-scale construction, maintenance services, emergency assistance, water-based recreation, as well as residents in rural and island areas.

KPDN added that permit holders are allowed to use drums, plastic containers or other appropriate receptacles, provided they meet safety requirements and comply with the approved quantity, location, duration and frequency of purchase.
Azman also emphasised that individuals without a Special Permit are not allowed to purchase fuel in containers at petrol stations, except in emergency situations, where the quantity must not exceed 20 litres.
