KOTA KINABALU (Feb 27): The increasing presence of stateless migrants commonly referred to as ‘Palauh’ in the city centre has raised public concern over the city’s image, residents’ comfort and visitor experience.
Api-Api assemblyman Loi Kok Liang said the matter was previously discussed during a meeting between Warisan leaders and the Chief Minister’s Department on the broader rise in the number of foreigners in Sabah.
The discussion was not limited to the Palauh issue but addressed overall management and policy implications.
According to the briefing, authorities currently adopt a ‘rescue and placement’ mechanism, sending individuals apprehended from the streets to temporary shelters for counselling, skills training, and identity verification, where they remain under supervision for about three months before further action is determined.
“The framework exists. What is crucial now is consistent enforcement and sustained implementation,” Loi said.
He noted that the recent increase in visible cases suggests enforcement efforts need to be intensified and urged Kota Kinabalu City Hall and relevant agencies to enhance operational frequency and interagency coordination, particularly in high-traffic and tourist areas.
“As an elected representative, I do not hold enforcement powers. However, I have the responsibility to monitor and ensure that public concerns are conveyed and followed up,” he added.
Loi stressed that continuous attention and structured action are necessary to safeguard Kota Kinabalu’s urban order and reputation, and encouraged the public to report concerns through proper channels to assist authorities in carrying out their duties effectively.
