Sarawak proposes Special Select Committee to ensure action on Ombudsman maladministration findings

KUCHING, May 13: A motion to establish a Special Select Committee to oversee matters related to Sarawak’s Ombudsman reports and ensure findings of maladministration are properly considered and acted upon to strengthen accountability and good governance in public service agencies was tabled in the Sarawak Legislative Assembly (DUS) today.

The motion was moved by Deputy Minister in the Sarawak Premier’s Department (Integrity and Ombudsman), Datuk Dr Juanda Jaya, under Standing Order 23(1)(a), in accordance with Section 42(3) of the Sarawak Ombudsman Ordinance 2023.

The proposal seeks the appointment of a Special Select Committee under Standing Order 74 to consider matters arising from Ombudsman reports presented in the august House, and to reinforce oversight over the implementation of recommendations related to maladministration in public service agencies.

In moving the motion, Dr Juanda said the proposed committee would serve as a key mechanism to ensure that Ombudsman findings are not only presented but also properly scrutinised and acted upon by the relevant authorities.

“The Ombudsman system was designed to strengthen fairness, transparency and integrity in public administration, while providing a structured avenue for public complaints to be addressed,” he said.

He added that the Ombudsman’s jurisdiction covers state government agencies, local authorities, statutory bodies, state-owned enterprises and any entity receiving emoluments from the state government.

However, he clarified that several categories fall outside the Ombudsman’s jurisdiction, including members of the administration, the Yang di-Pertua Negeri (TYT) and judges, as stipulated under the ordinance.

Dr Juanda said the establishment of the committee ensures that findings from Ombudsman reports do not remain on paper but are followed through with corrective action by relevant authorities.

The reports will continue to be tabled in the State Legislative Assembly (DUS), where members may debate the concerns raised and strengthen accountability in public service.

The committee comprises six members, chaired by Lingga assemblywoman Dayang Noorazah Awang Sohor.

Other members include Batu Lintang assemblyman See Chee How, Kota Sentosa assemblyman Wilfred Yap, Tebedu assemblyman Dr Simon Sinang, Ngemah assemblyman Anyi Jana, and Tellian assemblyman Royston Valentine.

Dr Juanda said the members were selected based on their professional backgrounds and experience in public service, including law, accounting, education, veterinary science and community development.

“The composition was intended to ensure the committee could effectively carry out its oversight role in strengthening governance and public service delivery in Sarawak,” he added. — DayakDaily
