A total of 32,800 completed residential units worth RM16.37 billion remained unsold as of the first quarter of this year, the Dewan Rakyat was told today.
Deputy housing and local government minister Aiman Athirah Sabu said 15,400 units, or 46.9% of the total, were priced at RM300,000 and below, with the remaining above RM300,000.
“This shows that the issue of unsold homes is not limited to affordable housing but is also driven by a mismatch between supply and demand across various segments of the housing market,” she said during Minister’s Question Time.
She was responding to Willie Mongin (GPS-Puncak Borneo), who asked about the number of unsold affordable homes, their price categories, and the homeownership rate among Malaysians aged 35 and below.
Aiman Athirah said the homeownership rate among low-income households stands at 76.3%, adding that improving homeownership among youths and first-time buyers requires a more comprehensive approach.
To address the issue, she said, the ministry is strengthening the development of an integrated national housing data repository to support more accurate, data-driven planning and policymaking.
Responding to a supplementary question on rising construction and building material costs, Aiman Athirah said the pricing of affordable homes is not determined solely by construction costs.
It also takes into account the need to balance housing affordability with the sustainability of property development.
She said her ministry has mapped affordable housing using median household income data by state and district, based on the statistics department’s Household Income and Basic Amenities Survey 2024.
The mapping uses the median multiple methodology to determine house price ranges that are genuinely affordable based on the purchasing power of residents in each locality.
