THE Sarawak Ombudsman Bill 2023 symbolises the dedication to good governance which promises a future where public administration is not only efficient and effective but also equitable.

Johnny Pang (GPS-Tanjong Batu) said the Bill is not just a legal document but a commitment to the future generations that Sarawak will continue to uphold the principles of integrity, transparency and accountability.

“However, it is important to note that the ombudsman’s jurisdiction is carefully defined, respecting the boundaries of other pivotal state and federal entities. This balance ensures that the ombudsman’s role is focused, effective, and respectful of existing governance structures

“The Bill also outlines a clear procedure after investigations, empowering the ombudsman to refer issues to relevant authorities and make necessary recommendations. This ensures that no complaint goes unheard and every grievance is addressed with the seriousness it deserves,” he said when debating on the Bill in the State Legislative Assembly (DUN) on Monday (Nov 20).

Moreover, the Bill, which mandates annual reporting to this House helps ensure that the activities of the ombudsman are transparent and accountable to the people of Sarawak, he said.

“This level of scrutiny is vital for the credibility and effectiveness of the ombudsman,” he added.

Meanwhile, Kabong assemblyman Mohamad Chee Kadir said the ombudsman can investigate and analyse the underlying factors contributing to government inefficiency, bureaucracy, ineptitude, fraudulent activities and corruption.

“Based on these findings, the ombudsman can propose remedies to eradicate these issues and ensure the maintenance of elevated ethical and operational benchmarks,” he added.

In delegating authority and prioritise grievances, Chee said the ombudsman can delegate to the deputies, their authorised investigators, or representatives such authority or responsibility that will guarantee the efficient execution or performance of the powers, functions, and duties stipulated under the Bill.

“The ombudsman can also conduct a preliminary inquiry and commence the appropriate course of action to retrieve illicitly acquired and/or unexplained wealth.

“Additionally, the ombudsman shall accord precedence to grievances lodged against high-level officials,” he added.
