MIRI, 8 Oct: Measurement of land perimeter of Bumiputera Customs Rights (NCR) under Section 6 of Sarawak Land Code (KTS) is important to protect NCR land from loss of status and pave the way for individual property production under Section 18.
Deputy Minister in Sarawak's Premier Department (Research, Immigration and Project Monitoring), Datuk Gerawat Gala said the submission of 102 Section 18 Land Ownership Letters to 77 recipients in Bario on Wednesday was proof that NCR land which has been measured and advertised under Section 6 can be transferred to the process of individual property rights extraction.
According to him, the land that formed the basis for issuing Section 18 Land Ownership Letters was NCR land rather than Government land.
"The submission of 102 individual property documents under Section 18 KTS from the area of Ukat River Block which has been measured and announced under this Section 6 KTS is very important.
"It proves the claim that NCR land will become State land after being measured under Section 6 is unfounded", he said while addressing the Summary News Council of Bumiputera Communal Reserve Section 6 and Land Ownership Letter Section 18 KTS at Bario Central Community Hall, near here.
Gerawat said the party opposed to NCR's previous measurements claimed that the process caused owners to lose their land because the land measured under Section 6 would become Government property.
However, he said, the production of 102 Section 18 Land Ownership Letters in the Ukat River Block area shows that the process of perimeter measurement and individual property production can be implemented in phases.
He said the NCR Land Measurement Program introduced by the Government of Sarawak since 2010 was implemented in two phases, namely perimeter measurement and dissemination under Section 6, followed by individual lot measurement as well as property extraction under Section 18 KTS.
As of 31 August 2026, he said, the Sarawak Land and Survey Department has carried out perimeter measurements of NCR covering approximately 1.246 million hectares across Sarawak, with 975,413 hectares of which have been notified.
As for individual lot measurements, a total of 112,232 lots have been measured covering an area of 134,615 hectares.
Of that total, 39,973 lots have been issued with Land Ownership License under Section 18 of the CTS covering an area of 59,707 hectares.
Meanwhile, Gerawat urged NCR land owners and claimants to cooperate with the Land and Survey Department to speed up the measurement process.
He said that the owners' cooperation is particularly important in identifying land boundaries, making rentals and ensuring no disputes over the lot to be measured.
"The government wants to speed up the measurement work, but that success requires the cooperation of landowners and claimants.
"If there is a dispute or court case, the matter must be resolved before measurements can be carried out", he said.
Nurses also said that the area of NCR which has been declared under Section 6 should be continued with individual lot measurement to enable more Section 18 Land Ownership Letters to be issued.
He also urged that annual allocations for NCR land measurement and individual lots continue to be made available to speed up the process.
He said that land already owned should clearly be used as an inheritance asset and a family economic resource, besides not being easy to sell for short-term profits.
"This land is not just ours today. This land is a trust for children and future generations", he said.
At the same ceremony, the Bumiputera Community Reserve Gazette for Kelapang area was also handed over to Kampung Batu Patong covering an area of 401 hectares.
Gerawat said 1,648 hectares of NCR land in the Kelapang River area comprising Pa Mada, Pa Bengar, Pa Dalih, Batu Patong and Ramudu have been identified for measurement under Section 6 KTS.
He encouraged the tribal chiefs in the area to submit an application to the Sarawak Land and Survey Department to enable the measurement process to be implemented.
"The next step is the measurement of individual lots under Section 18 of the CTS and issuance of individual title deeds", he said. - TVS
