SARAWAK has identified 1,303 strategies and new initiatives that could generate RM11.17 billion in additional revenue from state statutory bodies and government-linked companies between 2026 and 2030.
Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg said the initiatives were identified through an assessment of 68 State Statutory Bodies and Government-Linked Companies by the State Financial Secretary’s Office.
He said the initiatives were also projected to generate RM1.01 billion in additional Adjusted Profit After Tax and RM1.41 billion in dividends, while reducing government grant requirements by a net RM63.8 million.
The state has allocated RM8.12 million for the State Financial Management Transformation Programme, which focuses on two key reforms: the transformation of state-owned enterprises and Results-Based Budgeting (RBB).
“Our priority now is to turn potential into performance and results. This requires stronger financial discipline, greater operational efficiency, new revenue streams, better utilisation of assets, and stronger governance,” he said when tabling the Supply (2027) Bill, 2026, at the State Legislative Assembly sitting today.
Abang Johari said government support and capital would be deployed more strategically, with commercial entities expected to become progressively more financially sustainable.
Entities serving developmental, regulatory and public service functions would continue to receive support based on their roles and outcomes.
He added that the government would consider consolidation, restructuring or refocusing of entities with overlapping mandates, subject to proper assessment and due diligence.
Under RBB, programmes that deliver meaningful outcomes would continue to receive support, while those that no longer met their objectives would be reviewed and their resources redirected to higher priorities.
Meanwhile, Abang Johari also said the state government would strengthen financial governance across its 27 local authorities by adopting accrual accounting based on Malaysian Public Sector Accounting Standards.
“The year 2027 will be a critical readiness year, focusing on strengthening accounting policies, asset records, financial data, internal controls, systems and officers’ competencies ahead of statewide implementation beginning 2028,” he said.
Additionally, he said that RM347 million is allocated in 2027 to construct and upgrade government offices and residential facilities across Sarawak, including Integrated administration centres, district and sub-district offices, and government quarters.
“Recognising the critical role of our civil servants in delivering public services, we will continue to provide a conducive working environment and facilities that support them in carrying out their responsibilities effectively,” he said.
